Does anyone know the difference between a permanency placement and adoption?

It depends on the state you live in.... but here is an example from Iowa....

It does depend based on state. In TX it means we take full financial responsibility for child, and at any time, if parents get their acts together, they can sue us for custody of their child back. We'd have to pay for our own attorney, etc to fight this. We would no longer receive foster care stipends, and we could not change their name.
I would not recommend doing it under these circumstances unless it was an older child.

I agree with the above response. It does depend on the state. Here in California it means you take care of kid(s) until 18 or at least a very long time (maybe the parents(s) has a situation where they are in prison). CA does reimburse you for somethings but its not very much & you have full legal responsibility. Its a lose lose situation. No one does Foster Care to be taken advantage of. Either you get to adopt or the State pays at least 600 per child/teen a month & all of their medical, dental, etc..
