Unfortunately, as I'm sure you know, you'll have to wait. I would look into your state's rules regarding minimum age requirements. There are probably some mentoring programs for foster children your age in which you could participate/volunteer your time. If you need help finding resources in your state, let me know!
My wife and I are foster parents in Arizona.
Good luck!

Hi,
It's great that you would consider foster care in the future. Right now, you have your life on the horizon. If you got good grades in high school, it's time to look into a trade or college. Foster care is NOT a job, exactly.
It is work, but it isn't a job. Most agencies will expect you to have a source of income for yourself, before they'd consider placing a child with you. Foster care also limits your availability for work, so getting something that pays well, for fewer hours, or your own business that you can have control over the schedule, works best for singles. Married couples have more options, around that, one can work, one can be at home, that sort of thing. You are NOT yet ready to become a foster parent, it is something you could prepare to do someday, after you are fully capable of taking care of yourself, financially. Afterall, you would need to be in a position to care for a child, which means you'd have to be able to provide HOUSING. Until you have a house or an apartment with an extra bedroom, at an address you've lived at for awhile, you wouldn't be approved. AND at this juncture it sounds like you have a way to go, before you'd be in any position to make all provisions for yourself and a hampster. First things first. You have to be able to stand on your own two feet before you'd be ready to carry someone through some part of their life's journey.
