Why are there private foster agencies?

Forgive my ignorance. I am just beginning the process of becoming a foster parent. I know nothing of how this process works. Today is the first day that I am doing online research on the subject. I am a little confused and concerned about these foster agencies. What are they and what are their uses? Are they private? Are they for-profit agencies?

Yes foster family agencies are for profit and also private. In California they get approx $1500 per child vs $425.00 which is what a state linced home receives. From this money they pay their foster parents who do not need to be state licensed

It would help if you told us the state that you lived in. Each state is different and sets forth different criteria to become a foster parent
