About 20 years ago I had a misdermeanor conviction in calif for harassing phone calls and I am woundering if that would disqualify me from becoming a foster parent.

no you would not be disqualified. Misdomeners can be reviewed and given an override. I believe felonies, and more serious or recent charges would be a disqualifier, but even then, they would still review it and determine from there.
Know this first hand, not me but my hubby got in trouble a decade ago when he was 18 for something stupid and they looked into it, it was just a misdemoner, he wrote what happened, they saw the report and over rided it at that time
